The trusty pre-roll was once a last-minute add-on for shoppers at dispensaries, but pre-rolls have rose to prominence over the past five years of growth and now rank as the 3rd highest grossing cannabis product category and tops the charts in unit sales in America. And the category shows no signs of stopping with over $3.5 billion in total sales in 2025.

But what do we see when we look at CBD pre-roll products? At only 0.2% of total pre-roll sales - the smallest segment in pre-rolls - across 14 tracked markets by cannabis analytics firm Headset, the CBD pre-roll market still manages to pull in nearly $6 million in annual sales on 600,000 total CBD pre-roll units sold.

And growth is steady, with total sales increasing 28% since 2023, and unit sales rising more than 45% over the same time period.

So what should hemp producers expect from the CBD pre-roll market in 2026?

With just over 120 brands selling nearly 300 CBD pre-roll products and an average of only three new brands coming into the market annually since 2023, the CBD sector remains relatively uncrowded, presenting a significant opportunity for growth.


The Top Brands in CBD Pre-Rolls in 2026

With 29% control of the national CBD pre-roll market, Pure Beauty is the undisputed leader in hemp pre-roll sales revenue. Raking in $1.7 million in sales on 44,600 units moved through just five individual CBD pre-roll SKUs, the California-based brand easily outpaces the $525,000 in sales driven by runner-up Phat Panda of Washington.

In fact, two of the three top selling CBD pre-roll products nationally are produced by Pure Beauty, both 10-count multi-packs of their 0.25-gram Pure Beauty Babies, with the White Box version leading the way with four times the sales revenue of the Special Blend Babies.

But when it comes to the brand that dominates unit sales, that title goes to Phat Panda and their Platinum 1-Gram Trophy Wife Pre-Roll, moving more than 152,000 units compared to the 41,000 sold by Pure Beauty’s top two CBD pre-roll products.

The major difference between the Top 3 CBD Pre-Roll Products comes down to price, influenced by pack size. The price of Pure Beauty’s 10-pack of 0.25-gram CBD pre-rolls average $38.50, compared to the consumer-friendly $2.56 price tag for Phat Panda’s 1-gram hemp pre-rolls.

In fact, only four of the Top 25 CBD Pre-Roll Products were single-count pre-roll products, while 21 (84%) were multi-packs that carry a higher price tag.

Rounding out the Top 5 CBD Pre-Roll Brands is Henry’s Original in the number three slot with 19,000 units sold and $281,000 in total sales revenue, East Fork Cultivators at four also selling around 19,000 CBD pre-roll units with $253,000 in total sales, and up-and-comer Birdies holding the fifth spot, selling 10,000 CBD pre-roll units with total sales reaching $251,000.

CBD Pre-Roll Formats, Pack Sizes and Pricing

Like the pre-roll category in its entirety, multi-packs are a key factor to attracting and retaining consumers, with 85% of the Top CBD Pre-Roll products including multiple pre-rolls per pack. Only 29% of CBD Pre-Roll sales come from single pre-roll products, but they do in fact win the day for producers, fueling 69% of the segment’s pre-roll unit sales.

The most popular format in the segment is the 3.5-Gram CBD pre-roll multi-pack, with 38% of total sales and 12.5% of unit sold, while the 1-gram single accounts for 25.7% of total pre-roll sales, leading the segment with 62% of unit sales.

The average unit price for a single serving CBD pre-roll will run consumers around $5.42, with multi-packs carrying a logically higher price of $29.66. And the average item price for CBD pre-rolls has steadily declined over the years, with the average priced CBD Pre-Roll Product running about $14.04 in 2022 compared to around $10.34 today, a 26% price reduction.

However, one pre-roll trend we don’t see extending to the CBD segment is the popularity and wide offering of infused pre-rolls.

Among the Top 50 Pre-Roll Products for the category at-large, 82% are infused while only 2% of the Top 50 CBD Pre-Roll products are infused. And though the gap seems drastic, it makes sense, as cannabis consumers chase higher THC content while CBD buyers aren’t as fixated on the addition of a concentrates to add potency to their pre-rolls.

And finally, we look to the West Coast for the states' leading sales in the CBD pre-roll market. Securing the top sales position is California, which controls 55% of the market, followed by Washington at 17% and Oregon in third at 6.4%.


Opportunity in the CBD Pre-Roll Market

While the CBD pre-roll segment is modest compared to the broader pre-roll category, a small percentage of a $3.5 billion industry is still serious money. And with fewer brands competing in the segment than others in more popular THC pre-roll segments, there is a real chance to make a splash.

For those looking to thrive in the CBD joint market, the two packaging and size formats brands should carry are the overwhelming leaders in pre-roll sales, the single 1-gram pre-roll to move volume at a low price point, and the segment-leading 3.5-gram multi-pack that controls more than a third of total CBD pre-roll sales.

For single 1-gram pre-rolls, a price of around $5.80 will keep you in line with the rest of the market, while a 3.5-gram multi-pack can carry a price tag of around $35 to stay in that competitive range. And when it comes to product variety, one thing that is very clear: quality and brand recognition come before product variety, with four of the Top 5 CBD Pre-Roll Brands carrying less than 14 products.

For pre-roll brands looking to expand into new markets and segments, CBD pre-rolls offer a world of possibilities.
