Did you know?
SC Labs, one of California’s licensed testing labs, found in 2022 that 11% of rolling papers tested during a recent study would fail testing. The lab purchased 118 products from Amazon and several smoke shops in the Santa Cruz area. Its scientists tested 101 for heavy metals and 112 for pesticide contamination.
At least one heavy metal was detected in 90% of the rolling paper products with 8% containing at least one heavy metal in concentrations above the allowable limits. Pesticides were detected in 16% of the samples with 5% coming in over the allowable action limits.
Because of this, pre-roll manufacturers need to be especially careful in their choice of paper supplier to ensure that the cones you pack your pre-rolls in don’t cause an entire batch of product to need to be destroyed, or worse.
Heavy Metals & Chromium
We routinely test for the four primary heavy metals required by most state regulations—Lead, Cadmium, Mercury, and Arsenic—to support product safety and compliance.
Other naturally occurring trace metals such as Chromium may be present in soil and plant-based materials, so levels can vary. Chromium is not part of the standard panel from paper manufacturers and is only required in some states; therefore, we cannot guarantee specific Chromium levels in rolling papers.
If your market requires Chromium or additional heavy-metal testing, start with a small test order or consult your sales rep for guidance.
Testing Notes
- COA scope: One COA covers all products made with the same material type (e.g., all unbranded or branded, Refined White Pre-Rolled Cones, all sizes).
- Materials-based testing: We test materials, not every batch. Material changes trigger new testing.
- Frequency: Our goal is to re-test materials every 6–7 months.
- Customer testing: We recommend you conduct your own testing—especially before large or ongoing orders.
- Lot/Batch-specific COAs: Available upon request for an additional cost.

Along with our rigorous testing program, Custom Cones USA pre-rolls and packaging meet FDA standards for food-safe materials.
Packaging Compliance
Many states require cannabis and pre-roll packaging to meet additional standards, including child-resistant closures. Custom Cones USA maintains documentation to ensure your packaging remains compliant in your market, including certificates for all child-resistant packaging.
